Use this File:

RegReset.zip Version 1.10 [Note: This file works fie on my PC, and should  on yours. Although, I am not responsible if it causes any damage.]

Or perform this operation Manually:

Re-boot PC, when you see "Starting Windows 95" hit F8, or for Windows 98 hit the Control key (Ctrl) just before "Starting Windows 98" comes on and hold it to you see a menu. Next select "Command Prompt Only". You will be left at C:\. Type the following commands:
ATTRIB SYSTEM.1ST -R -H -S
CD\WINDOWS
ATTRIB SYSTEM.DAT -R -H -S
REN SYSTEM.DAT SYSTEM.666 [This is in case you need to revert back to the original file]
CD\
COPY SYSTEM.1ST C:\WINDOWS\SYSTEM.DAT

Now re-boot your computer. Basically Windows 9x will boot as if it were the first time after the first boot after installing Windows 9x. This will re-detect all your hardware, setup the control panel, start menu printers, and time zones.

If this doesn't work you will need to reload Windows.
