When you perform the upgrade to 98,
it gives you the chance to save your old system
files in case you want to uninstall. . The
uninstall information is saved in the Winundo.dat
and Winundo.ini files. If these files are deleted,
you can not uninstall Windows 98. Also, Windows 98
cannot be uninstalled if your hard disk has been
compressed or converted to the FAT32 file system.
To uninstall use the Add/Remove Programs control
panel.

Microsoft has the details at

http://support.microsoft.com/support/kb/articles/Q186/1/02.ASP

If you can't uninstall, you will have to format
the drive and reinstall Windows 95. To do this,
make a Windows boot disk that contains the drivers
for your CD-ROM. The Windows 95 rescue disk DOES
NOT contain these drivers. Don't use it. Make a
Windows 98 rescue disk and test it before
continuing. You should be able to boot from it and
see the contents of your CD-ROM. If you can, you
can proceed.

Erase the hard drive by typing FORMAT C: /s at the
command prompt. Once the drive has been formatted,
you can reinstall Windows from the CD.
